To locate these targets, you'll need to follow geographical clues, but we've simplified the process for you.
Shucho
Shucho's carelessness in the Fishermen’s District at the southeastern tip of Osaka gives you your first lead. Dressed in green and frantically searching at an intersection, she has lost the child she kidnapped. Dispatch her using Naoe's blade or Yasuke's brute force, then rescue the child hiding behind nearby horses.
Mucho
Head northwest from Shucho's location across the bridge to the Kojo ruins. Mucho, disguised as a family jochu, is struggling with her target on the road south of the ruins. Use the child's resistance to get close, and when Mucho attacks, take her down. Escort the child back to her mother and continue your hunt.
Richo
