His agenda, "Napoleonic Code," favors players with the smallest standing army and dislikes those with the largest standing navy.
How to Get Napoleon: Revolutionary Persona

Prefer the Revolutionary Napoleon? This persona is unlocked by linking your 2K account and a previously played Civilization 6 save. Follow the steps above to link your 2K account, ensuring both Civ 6 and Civ 7 are connected. You don't need to have played Civ 6 on the same platform as Civ 7.
The Revolutionary Napoleon is a cultural/militaristic leader with the ability "La Grande Armee": “+1 Movement for all Land Units. Defeating an enemy Unit provides Culture equal to 50% of its Combat Strength.”
His agenda, "Culture from Conquest," rewards players with high Culture Per Turn and penalizes those with many alliances.
