Starting The Lost Shipment Quest
To begin, locate the Brannof Hall Dining Room near Brannof Boulevard, accessible from the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him twice. He'll provide two vital leads.
Completing The Lost Shipment Quest
Follow Cohen's leads. First, remove any Town Guard attire. This ensures you get information from the NPCs.
Talk to Captain Shirker on The Vincible
Find Captain Shirker on his ship, The Vincible, in the southeast. After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat.
Locate this man in Town Square. He points you to The Illusion, a weapons dealer, but suggests impersonating "Sam" (who has a monobrow).
Visit the hairdresser on Old Street West (8 Silver and 280 Copper for the monobrow). Now, proceed to The Hooked Hand.
Ask Around at The Hooked Hand
The Hooked Hand restaurant (near Eel Street) holds your next clue. Speak to patrons until you're directed to The Frequently Fresh Fish Stall.
