You can craft new gems and level up existing ones, though the process can seem somewhat random. How To Craft & Level Up Gems In Dynasty Warriors: Origins
Gem crafting in Dynasty Warriors: Origins is facilitated by a resource called Pyroxene. You can engage in this activity at any Inn or tent within the game. When you're in your room, select the second option from the top, labeled "Create Gems". You'll then have the opportunity to use as many Pyroxene as you wish to craft gems at a one-to-one ratio. There are a set number of gems available for crafting, and each Pyroxene used has a chance to produce any of the five possible gems.
Upon crafting a base gem, it starts at level 1 and can be equipped in the Battle Preparations menu. Subsequent crafting of the same type of gem will grant XP to the base gem, allowing it to level up and increase in effectiveness with each level gained. If you're not particular about the type of gem, there's no disadvantage to using all your Pyroxene at once to craft numerous gems and randomly upgrade them across the board.
For those who have a preference for specific gems, there's a feature called "Eyes of the Sacred Bird" which may activate when crafting a single gem. This feature will limit the gems that can be crafted with subsequent Pyroxene to three randomly selected options. You can cancel this effect by exiting and re-entering the gem crafting menu. Crafting one gem at a time can be time-consuming, but it's a strategy you might employ if you're aiming to activate Eyes of the Sacred Bird for a specific gem.
While Eyes of the Sacred Bird helps to reduce the randomness of gem crafting, it doesn't eliminate it entirely.

Where To Get Pyroxene In Dynasty Warriors: Origins
Pyroxene, essential for gem crafting, can be found scattered across the game's overworld as orange crystals protruding from the ground. Interacting with these crystals will net you one Pyroxene and cause the crystal to disappear. After completing a Skirmish or Battle, some of the Pyroxene in the overworld will respawn, encouraging you to revisit previously explored areas to gather more. Additionally, you might occasionally receive Pyroxene through letters, which you can read in your room at an Inn or tent.
